Who can make a complaint?
Every natural or juridical person who appeals for a legitimate interest without being an impediment his nationality, residence, sex, minority, legal incapability, internment, or any special relation of dependency to an Administration or a public power.
Which are the terms to make a complaint?
The complaint has to be made in a maximum period of one year starting from the moment when you realize the facts, object of the same complaint.
How do I follow my complaint state?
The acknowledgement and other communications by the Defensor del Pueblo will be sent to the mail address that you will indicate.

Where and how do I fill the form?
The complaint form is ONLY available in SPANISH. You can access it from the homepage of this website (Spanih version) By clicking within the banner "Tu queja On Line" on the link "Presenta tu Queja".
Fill in all the mandatory fields.
Choose the country ('Pais') in the list. If it is Spain, please write down your postal code ('CP') and your area and all the regions related to it will be loaded automatically. If it is not Spain, fill in all the fields
Write your address 'Domicilio' in a accurate way.
The telephone must incluye all the necessary area/region codes to call to your cityIn the NIE / CIF field: check that you write all the figures and letters.

The field complain cause 'Motivo de la queja' can be fill in with maximum 4000 figures/letters, equivalent to 2 pages approximately in text format. Nevertheless you can attach 5 files in the file but with a maximum size of 5Mb.
We remind you that the fields to be completed are dimensioned for a determinate number of figures/letters adjusted to the necessities of every section.

What is digital signature?
The digital signature is a univocal mathematical process that generates a bits sequence from the data to sign and the personnel certificate of the person who signs. This process is equivalent to a signature in a written document if the personal certificate is supported by a certification authority issuer at the same time of the personal certificate.
The signature fullfill the Basic requirements of a reliable communication, that is to say:
Guarantee the identity of the signatory
Guarantee the integrity of the sent message and that it has not been modified after its sign.
Non repudiation by the issuer, it means that he can not deny to have signed the data.
How to obtain my certificate?
To obtain a certificate of a juridical and physical person you must access to the web sito f a recognised certification authority
Remember that the presentation of a complaint will not affect in any case the period foreseen by the law to resort the execution of the resolution or affected act, neither in administrative nor in jurisdictional way.
