The Ombudsman calls for more clarity on the regulated contract electricity bill

The acting Ombudsman of Spain, Francisco Fernández Marugán, believes it is necessary to clarify the electricity bill model received by millions of users under the Voluntary Price for Small Consumers (VPSC).

The Ombudsman has initiated an ex officio action before the Secretary of State for Energy, under the Ministry for Ecological Transition and the Demographic Challenge, to gather information in this regard.

As the Ombudsman points out, consumers currently know the total price of the energy they pay on their bill, but are unaware of what part of the price they pay in relation to each of the time slots currently in force (peak, flat and off-peak).

This is due to the fact that the new billing model, which came into force on June 1, only has a single concept (cost of energy) that unifies the three existing hourly segments, without any type of breakdown that would make it possible to know the price per kWh consumed in each one of them.

The National Markets Commission (CNMC) recommended last month that the price of energy be broken down by hourly price brackets, although its request was not heeded.

The Ombudsman coincides with the criterion defended by the CNMC and also advocates detailing the price of energy in the bill by hourly time periods.

In the Ombudsman’s opinion, consumers should have access to all the necessary information to be able to compare existing offers on the market and to optimize their energy consumption and save on their bills.
